What is a trade licence?

A trade licence is permission issued by the local municipal corporation, municipality or panchayat to carry on a specific trade or business at a particular location. It ensures that the business follows local safety, health and zoning norms. In Kerala, for example, it is commonly called a D&O (Dangerous and Offensive) trade licence for certain activities.

Who needs a trade licence?

  • Shops, restaurants, bakeries and food outlets
  • Manufacturing units, workshops and small industries
  • Salons, gyms, clinics and lodges
  • Warehouses and many other commercial establishments

The list of trades and the categories of licence differ between local bodies.

Documents and approvals

Most local bodies need proof of the premises, property tax receipt, owner’s ID and photographs. Some trades also need clearances such as a fire NOC, pollution control consent or health inspection before the licence is issued.

Renewal

Trade licences are usually valid for one financial year and must be renewed annually – often before 31 March. Operating without a valid licence can lead to fines or sealing of premises. We track your renewal date for you.

You may also need a shop & establishment licence and, for food businesses, an FSSAI licence.

How to apply

  1. Check the category – the local body's list of trades decides the licence type and fee for your activity.
  2. Collect documents – proof of the premises, property tax receipt, the owner's consent if the premises are rented, ID proof and photographs.
  3. Get the clearances your trade needs – such as a fire NOC, pollution control consent or a health inspection.
  4. Apply – most municipal corporations and many panchayats now accept applications online.
  5. Inspection – the local body may inspect the premises before issuing the licence.
  6. Licence – issued for the financial year, to be displayed at the premises.

Trade licence, shop licence or FSSAI?

Shop & establishment licenceState labour departmentWorking conditions of the people employed
FSSAI registrationFood safety authoritySafety of food made, stored or sold

Many businesses need all three – a restaurant, for example – and they are applied for separately.

Common reasons for delay

  • The premises are in a residential zone where the trade is not allowed.
  • The property owner's consent or NOC is missing.
  • Property tax for the premises is unpaid.
  • A required fire or pollution clearance is still pending.

We check these before applying, so the application is not stuck at the local body.
